Brewster County Groundwater Conservation District Tables Fee Decision
The Brewster County Groundwater Conservation District has tabled a decision on a new proposed fee structure to “at least” next month. Joan Johnson Chair of the board of directors recommended the board table the decision to “at least” the next board meeting to be held on September 15. The Val Clark Beard County Building, 203 N. 7th Street in Alpine.
The meeting next month will be held at the Val Clark Beard County Building, 203 N. 7th Street in Alpine. It has not yet been determined if the fee structure item will be on the agenda.
Johnson implored the board to study the issue before meeting again.
The meeting had a standing room only crowd of over fifty citizens who mostly expressed comments in favor of the fees.
The proposed fee structure is being considered as a revenue stream that will enable the district according to Summer Webb, General Manager of the district.

Administrative Fee Schedule
Well Drilling Application and Permit for Exempt Wells ………………………………………………….$100
Well Drilling Application for all Non-Exempt Wells……………………………………………………….$100
Exempt Well Registration for previously Unregistered Well (One time) …………………………….$15 (To be waived for first 12 months from date of Adoption)
Operating Permit
Application for Operating Permit (with no contest) ………………………………………….$2,500 (For commercial wells not residential)
*contested applications will incur hearing costs
Amendments to Operating Permits (with no contest)………………………………………..$1,250 *contested applications will incur hearing costs
Export Permit
Exportation Permit Application (with no contest) ……………………………………………..$5,000
*contested applications will incur hearing costs
Amendments to Export Permits (with no contest)……………………………………………..$2,500 *contested applications will incur hearing costs
Transfer of Operating Permit in entirety…………………………………………………………………………$500 Production Fee Schedule
Production Fee for Agricultural Use (per acre feet metered at well head) ……………………………..$1 (Or $0.003 per 1000 gallons permitted) (325,851 Gallons per acre foot)
Production Fee for Non-agricultural Use (per permitted acre feet) ……………………………………..$10 (Or $0.03 per 1000 gallons permitted) (325,851 Gallons per acre foot)
Export Fee for Non-agricultural Use (per permitted acre feet))…………………………………………..$15 (Or $0.045 per 1000 gallons permitted) (325,851 Gallons per acre foot)
- All Administrative Fees are due with submission of Application
- All Production Fees are to be paid quarterly; within 30 days of the end of the quarter
